There are two ways to get mod_dav on Win32.
\apache-1.3; change this by setting the
environment variable APACHE to point to your Apache
source tree prior to building mod_dav.
nmake /f mod_dav.mak
src/lib/expat-lite/Release in the source tree or
the root of the binary install tree.
mod_dav requires James Clark's expat XML parser, included in the Apache 1.3 source tree (xmlparse.dll and xmltok.dll). The parser is subject to the MPL 1.1 license. mod_dav's license is included in the precompiled package.

where lock_database is the full path to a mod_dav lock database, excluding any extention.
